Goku has also trained under some of the best masters in the universe, such as Master Roshi, King Kai, and Whis, who have taught him valuable lessons and secrets of martial arts. Goku’s natural talent and hard work have made him one of the strongest fighters in the universe, and a formidable opponent for anyone, including Vegeta.

Goku is not only a great fighter, but also a great person. He has a pure heart and a strong will, which have helped him overcome many challenges and enemies. Goku is kind, compassionate, and friendly, which make him loved and respected by his friends and allies. He is also brave, determined, and optimistic, which make him never give up and always find a way to win. Goku has a pure heart, which allows him to use the power of the Spirit Bomb, and to access the Super Saiyan God and Ultra Instinct forms, which require a calm mind and a righteous spirit. Vegeta is often blinded by his pride and ego, which make him underestimate his enemies, overestimate his own abilities, and refuse to accept help or advice from others. Vegeta is also stubborn and arrogant, which make him reluctant to learn new techniques or transformations, and even reject them if they don’t suit his style or taste. For example, he refused to learn the Instant Transmission from the Yardrats, and he rejected the Super Saiyan God form because he didn’t want to rely on the power of others. While Vegeta came back to Earth striving to exceed Goku and resented his burgeoning family for getting in the way of that goal, he has come around to genuinely care for his wife and children, unwilling to leave them behind and achieve the power he long sought. While this may cost Vegeta any chance he had of permanently surpassing Goku, the Saiyan Prince has finally accepted this concession as well worth the new priorities he has embraced in his personal life.

The Writer Don’t Want To. Yup ! This Is The Reason Why Vegeta Can’t Surpass Goku Because The Writer Is Connected With Goku’s Character Not With Vegeta’s Character. So Yeah This Is Simple But Major Reason.
