Victor Timely receives a TVA manual from He Who Remains so that he might later create the TVA. Victor Timely is a Kang variant, although unlike the Kang from Ant-Man and the Wasp: Quantumania or from Season 1’s He Who Remains, Victor is much more reserved and not quite the cunning villain you might anticipate. Loki, Mobius, and Ravonna initially see him as a con artist who makes his living by tricking people with his works.

Victor is Innocent, a little uncomfortable, stutters a little, and leans toward being a geek. This change in personality serves as a helpful reminder of how varied variant may be. Victor and He Who Remains’ emotional differences demonstrate that Kangs can exist on every level of corruption, just as Sylvie and Loki’s physical differences demonstrate that variations may come in a variety of sizes and forms.
